Amends Minnesota Statutes 2008, section 10.60, subdivision 2, to specify that the purpose of state agency Web sites and publications is to provide information about agency duties, jurisdiction, and public services.

Requires state agencies to prominently display an email address and telephone number on their Web site home pages for public contact.

Mandates that displayed telephone numbers be answered by a human being to the greatest extent possible and be located in Minnesota during normal business hours.

Requires state agencies to comply with these Web site contact information requirements using existing resources without additional funding.
