Amends Minnesota Statutes 2008, section 471.61, subdivision 1, to allow local governments to provide health benefits through negotiated contributions to self-funded, multiemployer health and welfare plans.

Authorizes counties, municipalities, school districts, towns, and other political subdivisions to insure officers and employees, and their dependents, under group insurance or benefits policies covering life, health, accident, medical, and surgical benefits.

Requires that at least 50 percent of dependent benefit costs be contributed by employees or paid through existing charter tax limitations.

Defines "dependents" as spouses and minor unmarried children under age 18 who are actually dependent upon the employee.

Effective the day following final enactment and applies to contributions made before, on, or after that date as a clarification of existing law.
