Establishes a self-advocacy program for persons with developmental disabilities through a partnership between Advocating Change Together and Self-Advocates Minnesota network.

Self-advocacy activities shall include training on individual rights, decision making, self determination, prevention of abuse, and participation in quality assurance monitoring.

Commissioner of human services shall seek federal financial participation for eligible activities conducted by Advocating Change Together and Self-Advocates Minnesota.

Transfers any general fund appropriation to the commissioner of administration for Advocating Change Together grants to the commissioner of human services as base level funding beginning July 1, 2011.
