Appropriates $225,000 in fiscal year 2010 and $225,000 in fiscal year 2011 from the lottery prize fund to the commissioner of human services for a grant to a state affiliate recognized by the National Council on Problem Gambling.

Grant recipient must provide services for public awareness of problem gambling, education and training for individuals and organizations offering treatment services, and research related to problem gambling.

Required services must be complimentary to and not duplicate services provided through the existing problem gambling program administered by the commissioner of human services.

$50,000 in fiscal year 2010 and $50,000 in fiscal year 2011 are contingent on nonstate matching funds contribution, which may be either cash or qualifying in-kind contributions.

Commissioner of finance may disburse state matching funds in $25,000 increments upon receipt of commitment for equal matching nonstate funds, with appropriations designated as one-time only.
