Amends Minnesota Statutes 2008, section 299C.40, subdivision 2 to specify permissible uses of data in the Comprehensive Incident-Based Reporting System (CIBRS).

Authorizes law enforcement agencies to use CIBRS data to prepare cases against persons for crimes or offenses within the agency's investigative authority.

Permits CIBRS data use to serve process in criminal cases, inform officers of safety issues prior to service of process, enforce no contact orders, and locate missing persons.

Allows CIBRS data to be used for conducting background investigations required by section 626.87.

Establishes that CIBRS is a statewide system containing law enforcement data that must be made available to agencies for these specified purposes.
