Amends Minnesota Statutes 2008, section 471.975 to clarify pay differential provisions for National Guard and reserve members who are public employees.

Political subdivisions may pay eligible National Guard or reserve members the difference between their base active duty military salary and what they would earn as a political subdivision employee, with back pay authorized in a lump sum and payments limited to four years from the date of active service reporting.

School districts must pay eligible National Guard or reserve members the difference between their base active duty military salary and school district employee salary, calculated using daily rates and based on school district contract days missed due to military service, with payments limited to four years from active service reporting.

School districts must continue employee health and dental coverage and employer contributions until the employee is covered by armed forces coverage, and must allow employees to maintain pretax account participation if available.

Defines "active service" to exclude basic training, advanced individual training, annual training, periodic inactive duty training, special training, and service under section 190.08, subdivision 3.
