Authorizes the city of Sleepy Eye to establish municipal street improvement districts by ordinance within city boundaries where street improvements and maintenance may be undertaken and financed.

Requires adoption of a street improvement plan identifying and estimating costs of proposed improvements and maintenance for five years before establishing a district or authorizing fees.

Mandates public hearing with at least 10 days' notice to affected property owners by mail and posting; allows district establishment unless a referendum petition signed by at least 10 percent of eligible property owners is filed within 30 days and approved by majority vote.

Permits the municipality to defray street improvement and maintenance costs by apportioning uniform fees on eligible properties in the district; collected fees must be placed in a separate account for use only on projects within that district.

Allows certification of unpaid fees as of October 15 each year to the county auditor for collection as special assessment the following year; prohibits special assessments for projects funded with street improvement fees.
