Amends Minnesota Statutes 2008, section 169.04, to authorize local governments to regulate the use of escort motorcycles or vehicles by licensed protective agents.

Applies to municipalities and towns with a population of 500,000 or more and a land area of not more than 600 square miles, with consent of the state commissioner for state trunk highways.

Prohibits local ordinances from banning the use of motorcycles or vehicles with flashing red lights used by funeral homes, licensed protective agents, or for escorting funeral processions, oversized buildings, heavy equipment, parades, or similar processions.

Requires that any local traffic regulations under this authority be posted with notice at highway entrances or affected locations before becoming effective.
