Amends Minnesota Statutes 2008, section 473.167, subdivision 2a, to modify hardship loan provisions for homestead property acquisition in proposed state trunk highway right-of-way areas.

Authorizes councils to make hardship loans to acquiring authorities for purchasing homestead property and providing relocation assistance when owners request aid and federal or state financial participation is unavailable.

Loans shall equal fair market value of homestead property plus relocation costs minus salvage value, with the acquiring authority conveying property to the transportation commissioner at the same price before highway construction begins.

Councils may only make hardship loans when owners cannot sell property at appraised market value due to location in a proposed state trunk highway right-of-way indicated on official maps or plats, and the council approves the fair market value assessment.

Defines "acquiring authority" as counties, towns, and statutory or home rule charter cities in the metropolitan area; "homestead property" as a single-family dwelling occupied by owner on no more than ten acres; and "salvage value" as probable sale price of removable property components.
