• Establishes the Legislative Commission on Mandate Reform with 14 members (4 senators, 3 house representatives, plus minority leaders' appointees) to review state laws and rules that impose mandates on local governments and recommend repeal or modification.

• Abolishes property tax levy limits for cities, counties, school districts, metropolitan special taxing districts, and regional library districts, effective for taxes payable in 2010 and thereafter.

• Modifies local government budget and levy procedures, including changes to public hearing requirements, notice of proposed property tax requirements, and regional library support level calculations.

• Suspends new maintenance of effort and matching fund requirements imposed on political subdivisions from January 1, 2009 until January 1, 2012 to provide temporary relief.
