Prohibits any person from intentionally performing an abortion with knowledge that the pregnant woman is seeking the abortion solely based on the sex of the unborn child.

Provides an exception for abortions performed due to genetic disorders linked to sex, and applies the prohibition to pregnancies following viability if invalidated for pre-viability pregnancies.

Establishes criminal penalties of up to two years imprisonment and/or fines for intentional, knowing, or reckless violations of the prohibition.

Allows maternal grandparents and the father of the unborn child to maintain civil action against the abortion provider for violations, with courts able to award reasonable attorney fees and monetary damages for all injuries including psychological, physical, and financial harm.

Requires physicians, physician's assistants, nurses, counselors, and other medical or mental health professionals to report known or suspected violations to law enforcement, with violations of this requirement subject to fines and/or imprisonment of up to one year.
