Establishes the "Human Cloning Prohibition Act of 2009" as Minnesota Statute section 145.4221, prohibiting human cloning and defining it as asexual reproduction using nuclear material from human somatic cells into a fertilized or unfertilized oocyte.

Makes it unlawful for any person or entity to perform human cloning, participate in cloning attempts, or ship/receive embryos or products derived from human cloning.

Prohibits knowingly importing embryos produced by human cloning for any purpose.

Establishes criminal penalties of felony charges for violations, with additional civil penalties of fines up to twice the amount of gross gain or an amount determined by the court for those deriving pecuniary gain.

Permits scientific research not specifically prohibited by the act, including nuclear transfer techniques for non-human organisms, molecules, DNA, and cells.
