Creates an 11-member Council on Local Results and Innovation consisting of the state auditor, legislative appointees, and representatives from the Association of Minnesota Counties and League of Minnesota Cities to develop local government performance measures.

Council must develop approximately ten performance measures each for counties and cities by February 15, 2010, and minimum standards for performance measurement systems by February 15, 2011, with annual evaluation and revision of measures thereafter.

Counties and cities participating in the local performance measurement program receive per capita reimbursement of $0.25 per capita (not to exceed $25,000 per entity) and exemptions from levy limits and truth-in-taxation hearing requirements for designated tax years.

Participating jurisdictions must report annual results to the state auditor by July 1 using forms prescribed by the auditor and must report results to citizens through publication, direct mailing, or Web posting.

Council expires January 1, 2019; Section 1 is effective upon enactment and Section 2 is effective December 31, 2009.
