Removes the January 1, 2012 expiration date for corporations governed by chapter 302A or 317A to serve as deputy registrars, allowing them to continue indefinitely.

Requires the commissioner of public safety to appoint an individual successor to any corporation serving as a deputy registrar, with priority given to corporate officers who apply before July 1, 2012.

Permits Dakota County's deputy registrar (motor vehicles agent 128 and driver's license agent 726) to relocate from its existing Burnsville location to the Dakota County Burnhaven Library in Burnsville.

Authorizes the Burnhaven Library location to function with full authority as a registration, motor vehicle tax collection, and driver's license bureau, notwithstanding distance or transaction volume restrictions.

Section 2 becomes effective upon Dakota County's governing body completing required compliance notifications under Minnesota Statutes section 645.021.
