Allows law enforcement officers, hazardous waste transporters, Pollution Control Agency-permitted facilities, and county programs to possess legend drugs for the purpose of disposing of them as pharmaceutical waste.

Permits individuals prescribed legend drugs to designate a family member, caregiver, or other person to handle the drug for purposes of assisting with obtaining, administering, or sending the drug for destruction.

Allows persons with valid prescriptions to transfer legend drugs to counties or county-authorized persons that collect, store, transport, or dispose of drugs pursuant to federal compliance programs.

Expands the definition of "wholesale drug distribution" to include reverse distribution of prescription and nonprescription drugs.

Adds definitions for "reverse distribution" (receipt and return of drugs to producers or distributors) and "reverse distributor" (person engaged in reverse distribution).
