Allows county boards to consolidate the auditor and treasurer offices into a single "auditor-treasurer" position that remains elective if approved by at least 80 percent of board members.

Requires county boards to publish notice of intent to adopt a consolidation option once weekly for two consecutive weeks and hold a public hearing before formally adopting any option.

Permits county voters to force a referendum on a consolidation through petition signed by at least 10 percent of registered voters filed within 60 days after the second publication of the board resolution.

Allows county boards to adopt options for appointment of auditor, treasurer, or recorder without voter referendum if approved by at least 80 percent of board members, subject to the same notice, hearing, and petition procedures.

Persons last elected to auditor and treasurer positions continue serving until their terms expire, with all statutory duties and responsibilities consolidated into the auditor-treasurer position.
