Extends free fish and game licenses to disabled veterans who have a 100 percent service-connected disability or are permanently and totally disabled and receiving a veterans disability pension from the United States Department of Veterans Affairs.

Amends Minnesota Statutes 2008, section 97A.441, subdivisions 5, 6, and 6a to apply eligibility changes to angling, deer hunting with firearms or archery, and small game hunting licenses.

Requires satisfactory evidence of disability status to be furnished to the person authorized to issue licenses before a permanent license can be issued without a fee.

Establishes July 1, 2009 as the effective date for the bill, applying to licenses issued on or after that date.
