Requires retailers selling unprocessed cocoa bean shell mulch to post a clearly visible notice in 36-point type or larger at the point of sale.

Notice must state that unprocessed cocoa bean shell mulch is poisonous to pets and direct consumers to contact a veterinarian or Animal Poison Control Center at (888) 426-4435 if a pet ingests it.

Allows retailers to include additional promotional language in the notice, provided the required warning language is present.

Exempts products containing cocoa bean shell mulch that has been processed to remove theobromine to nontoxic levels from the notice requirement.
