Amends Minnesota Statutes 2008, section 375.055, subdivision 1, to allow county commissioners in all counties (including Hennepin and Ramsey) to reduce salary and per diem payments by resolution, effective immediately or at a later specified date.

Creates new subdivision 9 of section 375.055 permitting county commissioners to reduce compensation notwithstanding existing provisions in subdivision 1.

Amends Minnesota Statutes 2008, section 412.111, to authorize home rule charter city councils to reduce the salary and expense payments of members by resolution, effective immediately or at a later specified date.

Allows city councils in statutory cities to reduce member salaries and per diem payments through resolution under new section 410.34.

Effective date is the day following final enactment for all sections.
