Reduces the Housing Rehabilitation program by $236,000 in fiscal year 2010 and $1,000,000 in fiscal year 2011, with the Housing Finance Agency transferring $236,000 from the housing development fund to the general fund in fiscal year 2010.

Sets base appropriations for fiscal years 2012 and 2013 at $7,546,000 annually for the Affordable Rental Investment Fund program and $3,287,000 annually for the Housing Rehabilitation program.
