Requires the Metropolitan Council to provide free regular route transit services to veterans certified as having a permanent and total service-connected disability by the U.S. Department of Veterans Affairs or the state commissioner of veterans affairs.

Defines "certified as disabled" as written certification from the United States Department of Veterans Affairs or the state commissioner of veterans affairs of a permanent and total service-connected disability.

Applies to operators of regular route transit that either receive financial assistance under section 473.388 or operate under section 473.405, subdivision 12.

Adds a new subdivision 10 to Minnesota Statutes 2008, section 473.408, to establish the transit service requirements for disabled veterans.
