Establishes special license plates for active firefighters who are members of a fire department receiving state aid, with a $10 fee plus registration tax and compliance with motor vehicle laws required.

Special plates must display a Maltese Cross emblem and can only be used while the owner maintains fire department membership; plates must be removed or invalidated if membership ends.

Creates new special retired firefighter plates available to retired fire department members with a fire chief's letter, limited to passenger automobiles, pickup trucks, or motorcycles, with a $10 fee per set of plates.

Retired firefighter special plates must have a distinguishable emblem from active firefighter plates and may be transferred to another vehicle for a $5 transfer fee.

Fees collected from both programs must be credited to the vehicle services operating account in the special revenue fund.
