Authorizes grants for disaster-related costs including emergency response, cleanup, repair, replacement, and restoration of public infrastructure, with each grant requiring a minimum 10 percent local match and no duplication of other state or federal assistance.

Creates a local disaster assistance account in the special revenue fund with an annual appropriation of $6,000,000 from the general fund to maintain minimum account balance.

Appropriates $6,000,000 in fiscal year 2010 and $5,600,000 for fiscal years 2010-2011 from the general fund to match Federal Emergency Management Agency (FEMA) disaster assistance payments, with base appropriation for fiscal year 2012 onward set at 75 percent of average prior five-year FEMA match expenditures.
