Requires persons applying for or receiving MFIP (Minnesota Family Investment Program) benefits to undergo drug and alcohol screening following established procedures in Minnesota Statutes sections 181.951, 181.953, and 181.954.

Mandates county agencies require random drug screening of current MFIP benefit recipients and require applicants to provide evidence of a negative test result before being accepted for benefits or receiving benefit extensions.

Requires laboratories to report any positive test results for applicants or recipients to the appropriate county agency.

Allows county agencies to deny or discontinue MFIP benefits upon receipt of a positive test result until the person demonstrates a pattern of negative test results showing they are no longer a drug user.
