Amends Minnesota Statutes 2008, section 331A.03, subdivision 3, to allow political subdivisions to use alternative means of disseminating official notices instead of requiring newspaper publication.

Alternative dissemination methods include Web sites, recognized industry trade journals, or public access television channels serving the area.

Before using alternative means as the exclusive dissemination method, political subdivisions must publish a notice in the official newspaper once a week for two consecutive weeks describing the change.

During the first two months after designating an alternative dissemination method, political subdivisions must continue publishing information in the official newspaper in addition to the alternative method.

After the two-month transition period, alternative means of dissemination satisfy publication requirements if disseminated in substantially the same format and for the same time period as required by law.
