Permits county boards to decrease commissioners' salaries or per diem payments at any time through resolution, instead of only on January 1 following a general election.

Requires salary and per diem payment resolutions to be published in the official county newspaper and one additional county newspaper if located in a different municipality than the official newspaper.

Eliminates per diem payments for county board members for service on the county board or other county bodies, though mileage reimbursement for personal vehicle use remains allowed.

Allows Hennepin County board to set commissioner salaries by resolution with adjustments adopted prior to general elections to take effect January 1, except salary decreases may take effect immediately.

Permits city governing bodies to adopt ordinances decreasing members' own salaries to take effect before the next succeeding municipal election, rather than waiting until after the election.
