Exempts the Central Lakes Region Sanitary District from requiring elector approval to issue bonds for costs associated with district disposal system planning, administration, operation, maintenance, acquisition, betterment, and debt service.

Authorizes the governing body of local government units in the district to fix special charges based on zoning classification, sewage quantity and pollution qualities, per-parcel cost basis, or any other equitable basis to pay for allocated costs.

Establishes a dissolution process requiring a two-thirds board vote to adopt a resolution of intent to dissolve, with publication in newspapers and notice to property owners within the district.

Requires the district to collect debts, pay liabilities, value and dispose of assets, and distribute remaining property and money to townships on an equitable basis before dissolution is finalized.

Establishes a claims process allowing 60 days for creditors to submit claims, with the district having 40 days to accept or reject each claim; creditors who fail to file timely claims are barred from suing the district or participating townships.
