HF1547 Summary

• Establishes a Design-Build Project Selection Council to select, evaluate, and support up to 15 county and municipal transportation projects (maximum 10 on county state-aid highways, maximum 10 on municipal state-aid streets) for participation in a design-build contracting pilot program.

• Creates a design-build contracting pilot program administered by the Commissioner of Transportation to evaluate and support the use of design-build methods by counties and cities for transportation projects on state-aid systems.

• Requires municipalities to follow a two-phase process: Phase One involves an RFQ to establish qualifications and a short list of 2-5 firms; Phase Two involves an RFP with separate technical and price proposals evaluated by a Technical Review Committee.

• Mandates annual reporting by October 1st to legislative committees summarizing the selection process, contracting process, project costs, and performance measures for design-build projects completed.

• Expires October 1, 2012, or upon completion of nine design-build projects under the pilot program, whichever occurs first.
