HF1567 Summary

• Amends Minnesota Statutes section 62J.497 to add definitions and technical standards for electronic prescribing, including requirements for "backward compatible" data transmission standards and clarification of terms like "dispense," "dispenser," "e-prescribing," and "NCPDP SCRIPT Standard."

• Requires all providers, group purchasers, prescribers, and dispensers to establish and maintain an electronic prescription drug program compliant with specified standards effective January 1, 2011, using either HL7 messages or NCPDP SCRIPT Standard for transmissions.

• Permits use of subsequent versions of the NCPDP SCRIPT Standard if they are backward compatible with the current version adopted by the Centers for Medicare and Medicaid Services for Medicare Part D e-prescribing.

• Adds new section 62Q.676 establishing medication therapy management requirements for pharmacy benefit managers providing prescription drug services to enrollees taking four or more prescriptions for two or more chronic medical conditions, including comprehensive medication reviews and patient education.
