Amends Minnesota Statutes 2008, section 216B.243, by adding subdivision 10 to regulate high-voltage transmission lines.

Defines "transmission line" as a high-voltage line longer than one mile with a capacity of 100 kilovolts or more located in a first-class city with population density exceeding 8,000 persons per square mile.

Requires transmission lines running parallel to and within one-quarter mile of below-grade bike and walking paths connected to other bike paths along a river to comply with specified provisions.

Takes effect the day following final enactment and applies to all high-voltage transmission lines that have not received a routing permit from the commission as of the effective date.
