Establishes an evidence-based prescription drug education program administered by the commissioner of human services in collaboration with the Board of Pharmacy, University of Minnesota Medical School, and University of Minnesota College of Pharmacy.

Requires the program to provide outreach and education to health care professionals on therapeutic and cost-effective utilization of prescription drugs, with focus on drugs identified as subject to fraud, abuse, gross overuse, or medically unnecessary care.

Targets outreach to health care professionals who collectively prescribe 80 percent or more of prescription medications for medical assistance, general assistance medical care, and MinnesotaCare enrollees.

Authorizes the commissioner to collect a quarterly fee of 0.5 percent of revenues from wholesale drug distributors licensed under section 151.47 to fund the program, effective July 1, 2010.

Requires annual reporting by April 1 of each year beginning April 1, 2011 to legislative committees on program operations, revenues, expenditures, and savings attributable to state health care programs.
