• Repeals special laws that authorized appointment of county auditors, recorders, treasurers, and auditor-treasurers in certain Minnesota counties, requiring those counties to hold elections instead.

• Counties affected by the repeal must elect a county auditor, recorder, treasurer, or auditor-treasurer (if previously appointed) with the elected officer taking office in January 2010.

• Repeals special statutory provisions for Ramsey, Hennepin, St. Louis, and Anoka counties that allowed county boards to appoint rather than elect these officials.

• Section 1 becomes effective the day following final enactment; Section 2 (repealer of specific statutes) becomes effective January 1, 2010.
