Prohibits statutory and home rule charter cities, counties, and towns from adopting or renewing rent control ordinances on private residential property, with limited exceptions in subdivision 2.

Allows municipalities to manage or control property in which they have a financial interest through a housing authority or similar agency.

Permits municipalities to manage or control property receiving public assistance (direct subsidies, low-interest loans, tax credits, bonds, infrastructure development) for a period consistent with the term of the public assistance, governed by an agreement specifying the assistance term.

Authorizes municipalities to contract with property owners, act as required by U.S. or state law, and mediate between property owners and tenants regarding rent negotiations.
