Proposes adding Section 14 to Article XIII of the Minnesota Constitution to establish a right to freedom of choice in health care decisions and prohibit laws restricting choice of private health care systems or plans.

Prohibits laws that interfere with a person's or entity's right to pay directly for lawful medical services or impose penalties or fines for choosing to obtain or decline health care coverage or participation in any health care system or plan.

Requires submission of the proposed amendment to voters at the 2010 general election with a specific ballot question regarding health care freedom of choice.

Mandates that the legislature and governor enact implementing legislation by July 1, 2011 if voters approve the constitutional amendment at the 2010 general election.
