Creates a resource map requirement in Minnesota Statutes, chapter 16A, to be designed and overseen by a commissioner documenting all federal and state funding sources supporting children's health, safety, permanence, growth, development, and education.

Resource map must inventory all federal and state funding sources for children including prenatal services for pregnant women, identify state and federal programs and services by program name, target population, and geographic region to detect overlapping programs, gaps in service delivery, and administrative inefficiencies.

Resource map must describe how money is being used within agencies and organizations, include performance measures to assess use of funds, intended program outcomes, government mandates for money use, and an inventory of money the state may be eligible for but is not currently receiving or using with reasons why.

Commissioner must ensure periodic and timely updates to maintain a current resource map and submit annual reports by February 15 to relevant legislative committees in senate and house with the resource map, recommendations, and proposed legislation to improve program efficiency and effectiveness.

First annual report may be preliminary, second annual report must be complete and full; Section 1 becomes effective July 1, 2009.
