State demographer, in cooperation with relevant department commissioners, shall prepare poverty impact statements on bills at the request of house or senate committee chairs or ranking minority members.

Poverty impact statement must estimate the change in the number of Minnesotans in poverty using a National Academy of Sciences modernized poverty measure, including data sources, analysis description, and supporting research references.

Analysis must include impact by race, ethnicity, age, and gender when data is available; significant impact is defined as reducing or increasing Minnesota's poverty population by at least one-tenth of one percent.

Commissioner of administration may accept donations to fund poverty impact statement work and may transfer funds to other agencies preparing the statements.

Pilot project expires December 31, 2012.
