Amends Minnesota Statutes 2008, section 462.355, subdivision 3, to change the voting requirement for adopting comprehensive plan amendments related to affordable housing from a two-thirds vote to a simple majority vote of the governing body.

Defines "affordable housing development" as a development where at least 20 percent of residential units are restricted to occupancy for at least ten years by residents whose household income does not exceed 60 percent of area median income.

For rental units in affordable housing developments, rents must not exceed 30 percent of 60 percent of area median income, adjusted for household size, as determined by the United States Department of Housing and Urban Development.

Amendments to comprehensive plans for purposes other than affordable housing still require a two-thirds vote of all governing body members.

Authorizes municipal governing bodies to adopt and amend comprehensive plans by resolution upon notice and hearing as prescribed by ordinance.
