Authorizes the city of Milaca to establish municipal street improvement districts by ordinance within the city's boundaries.

Requires the city to adopt a street improvement plan before establishing a district or authorizing fees, identifying proposed improvements, estimated costs for five years, and district location; mandates public hearing notice to affected property owners at least ten days prior.

Permits the city to defray all or part of street improvement and maintenance costs by apportioning uniform street improvement fees on eligible property located within a district.

Requires revenues from district fees to be placed in a separate account and used only for projects within the same district identified in the municipal street improvement district plan.

Allows fees unpaid as of October 15 each year to be certified to the county auditor for collection as special assessments against affected property in the following calendar year.
