Creates new law requiring state agencies to determine whether proposed rules require local governments to adopt or amend ordinances, with rules requiring local implementation unable to take effect until the next July 1 or January 1 after final adoption notice, with certain exceptions for federal mandates and governor waivers.

Modifies vehicle registration filing fees by increasing the fee on other vehicle transactions from $8.50 to $8.50 and specifying allocation of collected fees between the general fund and vehicle services operating account.

Reduces newspaper qualification requirements by lowering minimum paid circulation from 500 to 400 copies regularly delivered to subscribers in most jurisdictions, or from 250 to 250 copies in jurisdictions under 1,300 population.

Raises threshold for publishing small claims from $300 to $2,000 and increases the ceiling for abandonment of cemetery operations by allowing counties to prohibit further burials and cease acceptance of responsibility for new burials in abandoned cemeteries.

Adjusts municipal and county contractor bidding thresholds by cross-referencing amounts in section 471.345 instead of fixed dollar amounts, and allows temporary salary reductions for municipal governing body members before the next election.
