Requires hiring authorities to grant interviews to the top five recently separated veterans (those who served on or after September 11, 2001, and were honorably discharged) who meet minimum qualifications and claim veteran's preference for state government positions, effective July 1, 2009.

Applies local government removal procedures (sections 197.46 to 197.481) to state civil service veterans who are incumbents in classified appointments and have completed probationary periods, allowing them to choose between these procedures or collective bargaining agreement grievance procedures.

Requires the commissioner of finance to collect and report annually to legislative committees 11 data points on state agency employment, including total employees, number of veterans hired, veteran applicants who met minimum qualifications, and interview and hiring rates for veteran applicants, beginning in 2011.

Increases funding for supportive housing for veterans and homeless persons, changing allocations from $12,090,000 to $21,418,000 for the commissioner of administration and from $19,500,000 to $10,172,000 for the Housing Finance Agency.

Allocates $10,028,000 for the Hastings Veterans Home Supportive Housing project, including $700,000 for design of 60 units and $9,328,000 for construction serving veterans and homeless households meeting specified homelessness criteria.
