Allow Morrison County Board of Commissioners to make the county treasurer office appointive rather than elective upon adoption of a resolution, notwithstanding Minnesota Statutes section 382.01.

Require the Board of Commissioners to appoint a department head to discharge the duties of the county treasurer, with authority to distribute statutory duties among staff without diminishing required statutory responsibilities.

Require any person elected to the office before it becomes appointive to serve out their elected term and perform all duties until term completion or a vacancy occurs.

Require the county board to publish a resolution notifying the public of its intent to make the office appointive once weekly for two consecutive weeks and provide opportunity for public comment before formally adopting the change.

Allow implementation of the appointive process without a voter referendum unless a petition signed by at least 10 percent of registered county voters is filed within 30 days after the second publication, in which case a majority vote is required for approval.
