Amends Minnesota Statutes section 473.254, subdivision 5, to credit $1,000,000 annually through 2009 from solid waste bond proceeds to the local housing incentives account, and $1,000,000 annually through 2009 from section 473.249 levy revenues to the same account.

Increases transfer amounts from the livable communities demonstration account to the local housing incentives account from $500,000 annually (1997-2009) to $1,500,000 annually beginning in 2010.

Authorizes the Metropolitan Council to transfer up to 75 percent of revenues, amounts credited, and balances in metropolitan livable communities fund accounts in 2009, 2010, and 2011 to its transit operating budget to cover operating deficits.

Authorizes the Metropolitan Council to transfer up to 75 percent of amounts levied and collected in 2009, 2010, and 2011 under the right-of-way loan acquisition fund to its transit operating budget to cover operating deficits.

Applies to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties, effective the day following final enactment.
