Creates the Minnesota Geospatial Information Office under the commissioner of administration to coordinate geospatial information technology systems, data, and services across state and local government.

Establishes office duties including coordinating federal, state, local, and public-private resources for geospatial technology; providing leadership to state and local GIS functions; reviewing agency development efforts; and eliminating duplicate GIS systems.

Requires the chief geospatial information officer to establish reimbursement rates with the commissioner of finance to bill agencies for shared systems and set fees reflecting actual costs of providing information products and services.

Creates two advisory councils with voting members representing counties, cities, universities, businesses, nonprofits, federal agencies, and state agencies (limited to 20 percent of statewide council membership) to advise on geospatial technology improvements.

Transfers all funds, assets, employees, equipment, and supplies from the Land Management Information Center to the new Minnesota Geospatial Information Office, with sections 1-4 effective July 1, 2009.
