Authorizes Commissioner of Human Services to seek federal waiver increasing income eligibility for supplemental nutrition assistance program to 375 percent of federal poverty guidelines to cover nutritional products for children with severe food allergies including wheat and gluten allergies.

Appropriates $1,566,000 total ($570,000 fiscal year 2010 and $996,000 fiscal year 2011) for health and human services from general and special revenue funds, with reductions to various health-related boards and adjustments to children and economic assistance programs.

Establishes effective date of July 1, 2010 for most provisions, with specific effective dates noted for health-related licensing boards revenue deposits (July 1, 2011) and other targeted implementation dates throughout the biennium.
