House File 20 Summary

• Commissioner must maintain a searchable website database of state contracts, appropriations, expenditures, and tax expenditures in consultation with the commissioners of administration and revenue.

• Database must allow users to search, sort, and group data by specified fields; view information by individual fiscal year or aggregated fiscal years.

• Contract data must include entity name, agency name, contract type (goods, services, or grant), fund source, recipient address, and purpose statement; new contracts entered within 30 days.

• Appropriations and state expenditures data must include receiving agency or entity, program, activity, fund source, and object of expenditure.

• Tax expenditures database must show estimated impact on state revenues for each fiscal year; data retention begins with fiscal year 2010 and must be maintained for at least ten years.

• Commissioner of finance must consult with House Ways and Means and Senate Finance Committee chairs before spending funds appropriated on or after July 1, 2009 for accounting or procurement system planning and development.

• Repeals Minnesota Statutes 2008, section 16C.046.
