Requires the adjutant general to make mental health counseling services available to persons who have served in active service in any branch of the United States armed forces upon return from hostile fire, combat zones, or other high-stress military assignments as determined by the adjutant general.

Counseling services must be available for up to 18 months following the person's deployment.

Services are considered available if a person can obtain them in a reasonably accessible manner and without cost through the U.S. Department of Veterans Affairs, TriCare, or another military medical program, provided the adjutant general has made significant efforts to inform eligible service members and veterans of availability and procedures.

Defines "active service" as having the meaning given in Minnesota Statutes section 190.05, subdivision 5b or 5c.
