• Establishes a value-added growth indicator model to measure individual students' educational growth based on prior achievement, with separate reporting for student categories under the federal No Child Left Behind Act and by gender.

• Requires the commissioner to report annually beginning July 1, 2011, two core measures on high school graduate preparedness: (1) completion of coursework for postsecondary academic and career opportunities, and (2) completion of college-level advanced placement, international baccalaureate, or rigorous coursework.

• Mandates annual reporting beginning July 1, 2014, on school safety, student engagement, and connection at school, using reliable variables that cannot be used to evaluate classroom teachers.

• Requires reporting beginning July 1, 2013, on four-year and six-year graduation rates for at-risk and off-track students, with separate analysis by student categories, and identifies criteria for at-risk (eighth or ninth grade students meeting specified factors) and off-track (high school students meeting specified factors) students.

• Establishes an expert group convening by September 15, 2010, to develop recommendations on measuring differentiated graduation rates and establishing alternative diploma routes for at-risk and off-track students, with recommendations due by February 15, 2012.
