Appropriates funds from State Energy Program funds received by the Office of Energy Security under the federal American Recovery and Reinvestment Act of 2009 (Public Law 111-5) to the commissioner of commerce for a grant to a community-based organization

Grant recipient must be experienced in developing renewable energy projects and will plan, manage, and implement a neighborhood solar photovoltaic demonstration project

Project will deliver up to one megawatt of electricity from on-site photovoltaic devices to multiple buildings in a single Minnesota neighborhood
