Amends Minnesota Statutes section 13.64 to clarify that notes, drafts, and reports created by the Management Analysis Division are confidential until the final report is published or the report is no longer actively pursued.

Creates the management analysis revolving fund in the state treasury to provide analytical, statistical, and organizational development services to state agencies, local units of government, metropolitan and regional agencies, school districts, and other public entities.

Establishes that agencies receiving services from the management analysis revolving fund must reimburse the fund for all costs, including labor, materials, supplies, and equipment depreciation, with rates reported to legislative committees by July 1 of each year.

Adds subdivision 1a to section 16A.055 authorizing the commissioner of Minnesota Management and Budget to provide analytical, statistical, and organizational development services to assist state agencies in achieving their missions and operating efficiently and effectively.

Amends section 16B.36 to remove the provision requiring the commissioner to provide analytical and organizational development services to local governments, metropolitan and regional agencies, and school districts through the general services revolving fund.
