Appropriates $2,000,000 from American Recovery and Reinvestment Act funds to the Department of Commerce for a grant to a solar panel manufacturing facility.

Grant funds must support a facility that manufactures thermal disposition sources and photovoltaic material delivery equipment for low-cost solar panel mass production.

Facility must retain at least 85 existing jobs, create 8 research and development jobs, and generate at least 20 new manufacturing jobs over a three-year period in Minnesota.

Appropriation is available only when the commissioner of commerce determines an equal match from nonstate resources is secured, and remains available until expended.

Provision becomes effective the day following final enactment.
